ARTICLE 18 GAME RULES (updated May 3, 2009)
Section 1 Rules
The rules of Major League Baseball will apply, BUT the Babe Ruth League rules will have precedence. If there is a conflict in rules these by
laws take precedence, then Babe Ruth League Rules and finally Major League baseball rules.
Section 2 Game Play
Every player will play at least one plate appearance and two innings in the field during a game. When the HOME team is winning, the last ½ of the
5th or 7th inning shall count, even though it is not played. An official game is five (5) innings if the Home Team is behind, and four (4) 1/2 innings if
the Home Team is ahead. No game shall have a new inning beginning later than 2 ½ hours from the start of the game. A new inning will be
deemed started upon completion of the final out of the previous inning. Any game shall be terminated once becoming regulation if one team is
ahead by ten or more runs and has had equal times at bat or the home team is leading.
Section 3 Legal Lineup / Forfeits
1. A legal lineup shall consist of eight, nine, ten or eleven players, with the tenth and/or eleventh players, or extra hitter(s) (herein referred to as
“EH”), being considered the same as a defensive position. Any player may be moved from a normal defensive position to the EH position, and then
moved back, as many times as the Manager sees fit. The player currently listed as the EH cannot enter the game in the middle of a defensive
inning unless there is a pitching change, an injury, or a player needs to leave the game under another circumstance.
2. The manager of a team with less than nine players may borrow a 13-year-old player from any other league team to fill his roster for a game. The
borrowed player must play the outfield and bat last. The borrowed player may not play in front of or in place of any player that is able to play.
3. Games may be started or finished with eight players, without penalty, provided the team with eight players has no other players which are able to
play. If a team starts a game with less than eleven players, the team may add a ninth, tenth or eleventh player during any dead ball situation at any
time during the game.
4. A player on a teams' roster that arrives late can enter a game upon his arrival as long as the player he is replacing has met the minimum playing
requirements – including innings and at least one at-bat. This late arriving player may not have sufficient time to meet the minimums and the
manager will not be penalized.
5. The Chief Umpire, Official Scorer and opposing Manager should be notified before the player or players are entered. The additional players will
be added to the end of the lineup, and any borrowed players would be removed from the game.
6. If a team has less than eight players, a 15-minute grace period will be observed. If after the grace period, the home team has less than eight
players and the visiting team has eight or more players, the game will be declared a forfeit. If after the grace period the Home Team has eight or
more players, but the visiting team has less than eight, the game may start. If the visiting team still has less than eight players after making their
third out, or after the seven batters have batted, the game is declared a forfeit. The league President, Vice President or Players' Agent shall have the
authority to provide extensions of time in specific occasions resulting from extraneous schedule conflicts.
7. An eligible “player” as described above is defined as any individual who has completed and submitted all necessary registration forms to C-PP
Babe Ruth baseball, has paid the official league registration fee, is adequately covered by the league’s blanket insurance policy, and is listed on
the official roster of a CPPA Babe Ruth team.
Section 4 Substitutions / Re-Entry
1. The Corning-Painted Post Area Babe Ruth League endorses the re-entry option. Any of the ten starting players may
withdraw and re-enter once, provided such player occupies the same batting position whenever he is in the lineup.
2. The starting pitchers are governed by the provisions of Official Baseball Rule 3.05 if withdrawn while a batter or base runner, he
may re-enter the game immediately. If a starting pitcher is withdrawn while he is on the mound pitching, his substitute must
fulfill Official Baseball Rule 3.05(b) before he is permitted to re-enter the game.
3. A substitute who is withdrawn may not re-enter.
4. A substitute may replace a substitute and the starting player may still re-enter for the substitute.
5. A starting player withdrawn from the game more than once cannot re-enter.
6. Withdrawal and re-entry takes place only when a player has been removed from the game.
7. If a player re-enters illegally as a pitcher, fielder, or runner, there is no penalty except that he must be removed from the game
immediately when discovered. If he re-enters illegally as a batter, such illegal re-entry is penalized according to official
Baseball Rule 6.07, Batting Out of Order.
8. Already used players will be allowed to re-enter if all substitutes have been used and an injury occurs. The selection of this
substitute must be made by the opposing manager. This type of re-entry can only take place when an injury prevents a player
from continuing in the game. The injured player once removed from the game, cannot reenter. The substitute will occupy the position in
the batting order formally occupied by the injured player.
Section 5 Player Ejection
If a player is ejected from the game he may be replaced by an eligible substitute. If a team is playing with nine players, and if there are no
eligible substitutes, that team will finish the game without any defensive and offensive replacement for the ejected player. When the ejected
player's turn at bat occurs there will be an automatic out and a "DNB" (did not bat) will be recorded in the scorebook.
Section 6 Players Absence
If a player misses a game and does NOT notify his/her manger, the manager may withhold that player from the next game. The team should be
advised of this rule in advance. The opposing manager should be notified in advance when this situation occurs. In any situation whereby a
player is not going to be playing the minimum playing time, the league must be notified. If time and situation is permissible, notice needs to be
provided prior to game time. If a player is absent from more than half of the practices in one week the manager may withhold that player from
the next game. The team should be advised of this rule in advance. The opposing manager should be notified in advance when this situation
occurs.
Section 7 Pitching Rules
The pitching limitations for regular season games shall be those defined to the National Babe Ruth Rules and Regulations Booklet. A pitcher
must take his signal from the catcher while standing on the rubber. A warning will be issued for the first offense, but on the second offense, the
pitcher should [shall] be removed from the mound and should [shall] not be allowed to pitch for the remainder of the game.
1. ALL team members are eligible to pitch. ONE PITCH CONSTITUTES AN INNING PITCHED.
2. The pitching week extends from Monday through Sunday.
3. A pitcher CANNOT pitch more than seven innings in a pitching week.
4. Rained out innings shall count toward a pitcher's weekly total.
5. Pitching eligibility in effect for rescheduled and makeup games go in accordance to the calendar week in which the games are played.
6. A pitcher who pitches more than three innings in any one game MUST have at least two days rest before being eligible to pitch again.
7. Pitcher entering the same inning twice, removed and re-entered, will constitute two innings pitched for rest rules and innings per week.
8. A first year pitcher will be allowed a warning on the first balk of each game. Each subsequent balk, and each balk by a non-first year pitcher, will
be enforced as per rules 7.04, 7.07, and 8.05 of the Official Babe Ruth League Rulebook.
Section 8 Pitcher Returning to the Mound
A starting pitcher removed from pitching may pitch again in the game as long as he has not been removed from the game. If he is removed
from the game or if the manager and/or coach makes two trips to the mound in the same inning as to the same pitcher, then the pitcher cannot
pitch again in that game. Any other pitcher in the game cannot return to the mound in the same game once removed from the mound
irrespective of whether that pitcher assumes a field position or is removed from the game.
Section 9 Protective Equipment
All players while on deck, at bat, and running the bases, must wear helmets. The player should not intentionally throw off the helmet, or the player
may be called out. Any player warming up a pitcher at home plate, or at any other location, shall wear a full set of catchers protective equipment
including a protective supporter cup, protective headgear covering the top of the head and properly fitting the player wearing it, throat guard, chest
protector and shin guards. Coaches will be allowed to warm up pitchers at their own risk.
Section 10 Postponements / Rescheduled Games
Postponed games (Rain/Tie Games/No Umpire) MUST be made up on the first non-conflicting date mutually agreed upon by both managers.
All game arrangements, including contacting the umpires, ARE THE RESPONSIBILITY OF THE PLAYER AGENT. If the managers cannot agree on
a makeup date within 48 hours, the President will reschedule the game. NOTE: The Home Team manager MUST contact the Player Agent with a
date and time. The Player Agent must then determine field availability and coordinate with the Chief Umpire. The Player Agent will then notify the
Home Team manager whether the game can be played on the requested date/time/field. The games will be rescheduled in the order in which they
were originally scheduled, if possible. The Board may cancel re-scheduled games if the game does not affect the standings and would disrupt the
scheduling of post-season tournaments. This rule will be strictly followed. Pitching rules, as per the National Rules stay in effect regardless of the
number of games in a week. No team shall play more than four games in a week.
Section 11 Tie Games
When a tie game is resumed, it begins as if the game had continued, i.e. same lineups, same count on batter, same number of outs, etc. Any
player that played in the tie game, and cannot attend the resumed game, must be substituted for according to regular substitution guidelines. If
there are no eligible substitutes, then the player missing will be treated similar to an injured player in Section 3.8. If a regulation lineup still cannot
be achieved, then Section 3 shall apply.
Section 12 Protested Games
In regard to protests. If a manager feels a rule has been violated, he shall consult with the umpires on the field. If, after consulting with the
umpires, he still feels the decision is incorrect, he will then notify the plate umpire that he is playing the game under protest and he shall make
sure that the plate umpire notifies the scorekeeper's booth. The protest must be made before the next pitch is made or the protest will not be
considered. If the above procedures are not followed, no protest will be considered. Also remember that the men who are umpiring are giving
their time too and are doing their best. The Protest Committee shall be comprised of the Head Umpire and two other Board members. Its
decision shall be final.
Section 13 Bench Assignments
The home team will occupy the 1st base bench. The only exception to this rule will be in the case a team is schedule to play a double header
on the same field, those teams will be allowed to remain in the same dugout for both games.
Section 14 Infield Practice
Both teams are allowed 10 minutes for infield practice. The visiting team is entitled to the field from 25 minutes before game time to 15 minutes
before game time. The home team then is entitled to the field from 15 minutes before game time to 5 minutes before game time. The umpires will
begin the game at the assigned times. In the case of a prior game running beyond 25 minutes prior to game time, each team will limit their infield
practice to five minutes.
Section 15 No Umpire
In the event a game is ready to begin and no umpire has arrived, wait 15 minutes after game time, and if possible, contact the appropriate
Chief Umpire. If all else fails, volunteer(s) may umpire so long as BOTH MANAGERS are in agreement. If an agreement cannot be reached,
then a practice game may be played and the game can be rescheduled through the Player Agent. NOTIFY THE PRESIDENT OF THE PROBLEM.
Section 16 Forced Slide
In the case of a close play at either second, third or Home Plate, the runner is not required to slide. However, He cannot intentionally or
maliciously (in the judgment of the head umpire on the field) run over, run into, or knock down a defensive player. Flagrantly running into a
defensive player may result in the runner and/or additional runners being called out by the umpire and is also grounds for ejection.
Section 17 Exhibition Games - inter league play
1. The League approves of exhibition games and inter-league play in general.
2. Managers must notify and receive permission from the League President for out-of-town exhibition games.
3. The League does not deem it necessary to establish a rule concerning pitching in an exhibition or inter-league game.
4. Managers, coaches, players and adults accompanying a team to a game must remember that they are representing the Corning-Painted Post
Area Babe Ruth Baseball Program. Let's show other teams that we are gentlemen and good sports, as well as good ball players.
5. For exhibition or inter-league games played in Corning-Painted Post the rules in the current by-laws are in effect.
6. A Protest Committee of two Board members and the Umpire-in-Chief will settle all protests immediately before the game proceeds and it’s
decision is final.
Section 18 Field Etiquette
The purpose of these rules is to ensure that baseball remains a fun game to the players and volunteers who have paid their money and
invested their time and effort. The League owes it to the players, parents, managers, coaches and all other volunteers to remove any individual
who deprives them of having fun by repeatedly arguing with an Umpire or causing disruptions to the game.
1. The actions of Managers, Coaches, Players, and League Officials must be beyond reproach at all times.
2. Profanity will NOT be tolerated by a Manager, Coach, Player, or Spectator towards either team’s managers, coaches, players or
Spectators. Use of such language will result in a warning by the Umpire for the first offense. The second offence may result in ejection
from the game by the head umpire on the field.
3. Players shall not question an Umpire's decision, however, a designated individual (Manager or Coach) has the right to discuss a
call or play in a diplomatic manner. The Umpire will NOT tolerate repeated arguing on the part of this designated individual.
4. The throwing of bats or helmets in anger will NOT be tolerated. The first offense will result in a warning and the second
offense will result in the player being ejected from the game.
5. There will be only one designated spokesperson per team during a game.
6. Any individual ejected by the Umpire from a game MUST leave the field immediately. Continued arguing and/or failure to leave the
field will result in additional disciplinary action by the Board of Directors. The disciplinary action associated with ejection is as follows:
• Ejection from 1 game - Next game suspension
• Ejection from 2 games - 1 week suspension
• Ejection from 3 games - Automatic dismissal from the League
7. Players or coaches shall not taunt, antagonize or harass other players, coaches, or spectators. Overly aggressive or abusive behavior by one
player upon another will not be tolerated and the player will be subject to ejection from a game or expulsion from the league. Players are expected
to show respect for their coaches, league officials, spectators and especially their fellow players. Managers and coaches are expected to monitor
player’s behavior and prevent any inappropriate behavior. Managers and coaches are expected to set a positive example by being fair, honest and
uplifting with their players. Coaches should not berate or belittle their players. Managers are responsible for the behavior and conduct of their
teams. If there are any concerns or problems the player agent should be notified immediately. Behavior of this type is a serious offense and will
be handled as stated in section 4-04 8).
8. Unruly parents / spectators may themselves be banned from the ballparks and their behavior could ultimately result in their
child's suspension or expulsion from the program.
9. Certain serious offenses, such as assault and/or battery of an umpire, player, or coach (this covers, but is not limited to hitting, kicking,
spitting, throwing objects at) will be subject to a meeting between offender, offended, team manager, president (or Vice President)
and Umpire-In-Chief to determine the best course of action to address the issue. The player or coach may receive a verbal or written reprimand,
required to apologize or make amends, be suspended for a certain number of games, be removed from a team or
expelled from the league. This meeting will be held as soon as possible, but a one game suspension is automatic with this type of
offense. Any expulsion from the league requires a vote of the executive board after a full hearing of the offense or series of offenses.
The offenders and offended players parents may attend any and all meetings regarding the offense, however, they do not have a vote
and can only voice an opinion if requested.
10. The use of any Non-prescription drugs, Alcohol or Tobacco is forbidden. The use or possession will result in a player’s ejection from the
game. Managers, coaches, parents, spectators, umpires and all other people at the game or at the ball park at any time are prohibited from
using or possessing any of these substances.
Section 19 Field Preparation and Maintenance
Visiting Team
The Visiting Team is responsible for field preparation prior to the start of the game. These duties include, but are not limited to : (1) installing the
bases on the field, (2) lining the infield, batters box and foul lines with chalk, and (3) ????
Home Team
The Home Team is responsible for field maintenance at the completion of the game. These duties include, but are not limited to : (1) removing the
bases from the field, (2) raking both the pitcher’s mound and home plate areas, (3) dragging the entire field with the steel drag nets.
Note : If an out-of town team is visiting Tuller Field to play ball, the official CPPA Babe Ruth league team will be responsible for both the Visitor
and Home Team’s responsibilities listed above.
